Regulador.org is an independent publication on the regulation of public services, written from the perspective of Brazilian regulatory practice, with particular attention to the power sector.

Editorial independence

Regulador.org is an independent, author-driven publication. The texts represent solely the analyses and opinions of their authors and do not express the official positions of ANEEL, of any other public institution or of any organization with which the authors have or have had a professional relationship.

Practical experience in the regulatory environment is one of the sources of knowledge that guide this publication, but it does not determine its conclusions. The analyses seek to distinguish facts, evidence, interpretations and opinions, relying whenever possible on public documents, specialized literature and verifiable sources.

Regulador.org does not publish confidential information or information obtained through restricted institutional access. Any ties, roles or circumstances that may be relevant to understanding a given text will be disclosed when necessary.

Editorial independence also means the freedom to recognize good practices, identify limitations and discuss ways to improve policies, rules, institutions and regulatory methods, regardless of where they come from.

About the author

Regulador.org was created by Márcio Alcântara, an electrical engineer with a master’s degree in neural networks and a PhD from the University of Campinas (UNICAMP), whose academic and professional work has focused on smart grids, energy efficiency, innovation and power sector regulation.

A civil servant at ANEEL, the Brazilian Electricity Regulatory Agency, since 2008, he has built his career across a range of topics related to regulation, innovation, research and development, energy efficiency and the transformation of the power sector. He also has specialized training in Regulatory Impact Assessment (RIA) and experience with methods and tools for improving regulatory quality.

His central interest at Regulador.org is to explore regulation as a discipline: how public decisions are built, what evidence supports them, how alternatives are compared, how society takes part in these processes and how regulatory institutions can make decisions that are more transparent, well founded and understandable.

Although the power sector is a natural starting point given his professional background, the site aims to gradually broaden this perspective to economic regulation and public services more generally, bringing the Brazilian experience closer to international literature, methods and practices.
