Editorial Policy

What this site is

Regulador.org is an independent digital publication on regulation. It is not a news outlet, it is not a corporate blog and it does not represent any institution. It is a place to analyze regulatory decisions with time and with method: the time that the daily press does not have and the method that social media debate does not demand.

Its focus is the regulation of public services and economic regulation, from the perspective of Brazilian practice. The power sector is the starting point, and the analysis extends to the issues that cut across any agency: regulatory impact assessment, public consultation, regulatory cost, governance and institutional design.

Who writes

All content is signed. Currently, by Dr. Márcio Alcântara.

Texts by other authors, if any, will carry their own byline and short bio, and are subject to the same criteria set out on this page.

Independence and conflicts of interest

The author is a civil servant at ANEEL, the Brazilian Electricity Regulatory Agency. Regulador.org is not an ANEEL channel. Nothing published here expresses the position of the agency, its board or any of its units, and nothing here anticipates, comments on or influences any ongoing proceeding.

In practice, this means three commitments:

  1. No proceedings of his own. The author does not write about any proceeding in which he works or has worked professionally.
  2. Public sources only. No analysis uses information to which the author has access because of his position. Everything that supports a text here is in a public document, and the link is in the text.
  3. No back door. The site does not provide consulting, does not broker contact with the agency and does not accept requests to analyze specific cases.

Funding

Regulador.org has no advertising, no sponsorship and receives no money from regulated companies, law firms, consultancies or industry associations. Hosting and domain costs are paid by the author.

If this changes, this page will change first.

How the texts are produced

  • Every factual statement has a source, and the source is linked where the statement appears, not in a loose list at the end.
  • Strong preference for primary sources: the resolution, the technical note, the board vote, the minutes, the open data. News reports are used as a signal that something happened, not as proof of what happened.
  • Opinion is labeled as opinion. Analysis and position are different things and appear separately in the text.
  • What is not known is stated. Where data do not exist, the uncertainty is declared rather than worked around.

Errors and corrections

An error in a published text is corrected in the text itself, with a dated note at the end saying what changed. The text is not deleted or silently rewritten. An archive in which the past changes on its own is of no use to anyone.

Right of reply

Any person, company or public body criticized in a text may reply, and the reply is published alongside the original text, without editing its content.

Use of artificial intelligence

AI tools are used on this site for research, organizing material, proofreading and developing the site itself. English versions of articles are first drafted with the help of AI tools and then reviewed by the author.

They are not used to produce analysis in place of the author, and no text is published until every statement has been checked against the original source by a person. Responsibility for what is written lies entirely with the author who signs it.

Comments

The site has no comments section. Debate takes place by email and on social media, and corrections are made in the text itself.

License

The texts belong to the authors who sign them. Quoting with attribution and a link is free and welcome. Full reproduction requires permission: contato@regulador.org.
